Source rights and licence conditions remain applicable.
3. Data Sources & Licensing Policy
3.1 Principle
Public accessibility alone is not sufficient evidence of unrestricted reuse rights.
3.2 Source preference
- Competent national registration authority
- Official government dataset or API
- Official open-data platform
- Recognized international or regional public registry
- Source operating under an appropriate licence or authorization
- Entity-supplied information supported by evidence
- Supplementary independent sources
3.3–3.7 Source clearance
Source clearance precedes public use.
3.8 Public Publication and Aggregated Statistics Controls
Retention, processing, review, approval or issuance does not automatically authorize public publication.
Public statistics are subject to the same publication gate as public records.
The public layer fails closed when publication clearance is absent.
Non-cleared data remains outside public aggregates.
